Many popcorn sale activities may be considered for accomplishing requirements needed to earn Merit Badges and other scouting goals. Each council should encourage their merit badge counselors and unit leaders to allow popcorn sales activities to count toward achievement requirements when it makes sense to do so. Councils that allow and encourage popcorn sales achievements to be used toward Boy Scout Merit Badges, Cub Scout Achievements, and WEBELOS Activity Badges, or other awards, should list the awards and suggest how popcorn sales may help in achievement.
